Update: I was able to resolve this by using a recovery image from MS to recover to Windows 10 version , from there I updated to 20H2, no issues, and then I was able to update to the latest Insider build, still retaining hardware button functionality. I suspect this is an issue with the Insider clean installs rather than upgrades.
